Here's the story behind the new chapter(as far as I have surmised and gathered from the trailers)

Chris's "mission" that was mentioned in RE2 took place in russia in a secret Umbrella facility. The reason for the mission is rumors of a new experimental virus that could possibly be even worse than the Tyrant.
