Alright then good point. Maybe journalists got confused when he said we'd learn more about "the girl" in the next trailer, and meant the other "girl" (Sheva).

Well, if they were to be used by the Capcom US web design group then it could very well be just a designer's notes...
Viral marketing worked well for the movie, Cloverfield.
One wallpaper says "Pay attention to her movements", so that order is obviously not meant for anyone working on still screenshots, and I think anyone communicating about the actual design of the game itself, would be communicating in Japanese. That's at least why I think these screens with the writing are there deliberately.
Well, alot of the web designers I know are also have their perverted moments, maybe in a specific scene, she moves a little seductively? Or perhaps, like Jill, has certain adipose tissue movements which could be found erotic, even?
Although I won't argue that you are correct, since we've seen similar red markings on the unused background art in the ReMake when the background images were ripped from the discs. Then again, perhaps Capcom USA thinks we forgot it's Capcom Japan who designs the game?
You're not the only one. I was hoping for Jill's return too. Capcom has stated that we would learn everything that has happened to Chris since Raccoon (more or less) and the breaking up of STARS.
I was also kinda put out from the website's design. At first I thought they linked me back to UC. Hopefully they'll update, and soon, with more information.

You hosted a 1MB bitmap which was just a crop of the woman in red. I think we all saw her, no need to host that.
They'll have put them-up to show how meticulous they are about things and also as a tease to the fans.In the 'about', the writer uses 'literally' in quick succession.

You can't work on a still image like that.
That "text" there has to be a HINT for maybe the next trailer. I think they are giving US and MESSAGE, to "pay attention to her movements" when we actually see her in the next trailer.
It might be something important.
And instead of just having that note there and making it obvious, and to cover up the "HINT", they just added about 20 other notes, to make it look real, and to try to blend that "hinting note".
Think about it.
Check out the "title" of the images. "S102 - ev00" Scene 102 (map name) Event 00 (the cutscene). Its obviously information for whoever is doing the cutscenes. Anyway, I'm done arguing this.

Whos' to say they are not just making notes on how the scene should be fixed to look in action?
Maybe the dude saw that part in the game, and noticed, for example, the smoke FX not looking good, so he made a not about it to get it corrected.
Guys its been over 24 hours since these wallpapers went up... If Capcom made a blunder they would have corrected it by now!!

Capcom have gotten in touch with whover made the site. But common sense would dictate that if these were accidents, the company themselves would already have taken them down.
Its the weekend. Sven said he sent an email to Marketing who needs to try and contact the agency which is running the website. I'd expect this will all get cleared up on Monday, when people are actually in the office.
