does anyone know how to open the arc files cuz i just cant find a way to get them open so that i can change stuff, could someone give me a little help?

In there, there's also the "Ultimate Arc List" which will tell you what character/enemy is what. There should be more information floating around in the Biohazard/Resident Evil 5 section on there, so I'd recommend having a little look as at the moment I'm too tired to explain it (especially as there are much better written tutorials to what I could write up).

So... what about the PS3 arc files?
Can the ArcTool you linked handle those?
I should probably just try it and see.
