Bravo team died 2 months prior. The other officers at the RPD re-appropriated the space to how its seen in RE2.

There's no way that the entire STARS team (12+ people) ever fit in that office at once. Before most of them died, I'm assuming they used the office in shifts. For example, perhaps Chris and someone on Bravo team shared a desk, since they were never working the same shifts.
Mass production? Ridiculous!
They would share the office and they would share the desks by working on different shifts. Obviously once most of Bravo Team were killed off they would have a desk each and therefore personalise it.
It also explains why Rebecca was the only Brave team member to have a desk, even though she's a rookie.
They may have just had cubicles or something earlier
If you were to rotate the four regular member desks by 90 degrees, you could fit in another four desks parallel to the ones that are already there. I think squeezing twelve desks in there would be totally feasible if you were to drastically rearrange the stuff in the room. The office room layout would end up looking similar to the ones in 1.5. Also, there are several boxes just laid on the floor inside the room, which I would assume contain the stuff of the members without desks. There are seven boxes in total, one for each deceased member, sans Wesker, and one for Brad. Though honestly, I'm probably just overanalyzing.![]()

I always thought it was hilarious how this supposedly important department was crammed into a small room.
I think it is a combination between TheSelfishGene and TheBatman/Det. Beauregard's explanations.
It could also just be something they never gave much thought to. Like the lack of bathrooms in the R.P.D. Level design doesn't have that much thought put into it, but despite that, the designs are very memorable and atmospheric.
