I hate to say it, but nothing really makes sense about DASH.
1) BH1 wasn't finished in October 1995.
2) Okamoto was against BH1 in October 1995.
3) CAPCOM did not know if they would make a sequel in October 1995. They only made the decision a month after BH1's release, as whether it would get a sequel or not depended entirely on how it sold.
4) Why would Okamoto discuss the plot of a yet to be released game? A plot he had nothing to do with?
5) Where does all the "Sega Saturn exclusive" stuff come from?
I wish there was as big a focus on record-keeping and archiving back then as there is now. The particular issue of Dengeki is impossible to track down due to pure age.

The Saturn 'exclusive' comes from the updated 1.5 press release. My original belief was that it was a mistranslation or misunderstanding of the label given to the Saturn port of the first Biohazard by someone at Capcom USA, but the use of the word Dash itself makes for an interesting counterpoint. The release was updated for both it and the delay back to last quarter 97 for "2" before it got "canned" and then changed again.
The other issue is that it doesn't say 'exclusive' in that specific word it just says that it was the "Dash" version "originally planned for PSX." I have seen a secondary website archive transcript of it and HUNK has it over at the BHF website. The only version still in Capcom's web archive at web.archive.org is the original Nov release version online. Biohazard 1995 who posts on here has a bunch of links and screen grabs to things, he knows more, so he might be one to give you more answers.

What i read about it online it stated that the characters in dash would run across a huge abandoned hospital in the woods near the ruins of the mansion. Inside the hospital was zombies that were half plants.
It would seem that concept was recycled and brought into Outbreak File 2.
