STORY

The Eastern Slav Republic obtained independence and was declared a sovereign nation after the social system collapse of the former Soviet Union. However an intense conflict was thereby repeated in the country between the government side of wealthy oligarchs and the poor, who stood up as an anti-government force. While the do-or-die of both resistances begins to radicalize, strange rumors begin to spread everywhere. The reason, monsters were seen on the battlefield, and……

In response, the United States of America and the White House dispatch an agent, Leon S. Kennedy. However, when Leon arrives, the U.S. Government backs out from the Eastern Slav Republic and orders for the deportation of all Americans. Although Leon is also told of the cancellation of his mission, he is certain that B.O.W.s (Bio Organic Weapons) are being used in this civil war. While many advanced nations and the United Nations are opposed to their use and manufacture, the present condition is that B.O.W.s have already been traded in black markets around the world. Unless it stops here, the same thing will happen all over the world. Without the support of the U.S. Government, Leon begins to act alone.

A Licker appears before Leon, who went to the rendezvous point with the CIA. Leon points his gun and fends off the attack, but runs out of steam and faints. What awaits him as he wakes up is himself tied up to a chair by Buddy and JD, members of the anti-government force, and Ataman, a member of the elder congress that they guard. In a desperate situation, attacks on government troops begin.

CAST

Leon S. Kennedy
An agent who belongs to a secret military agency under the direct control of the United States President. He infiltrates the field to investigate B.O.W.s which flowed through the Eastern Slav Republic's anti-government forces. He is a witty individual who is calm and composed.

Buddy
A key member of the anti-government forces in the Eastern Slav Republic. A former elementary school teacher. He captured Leon, who had infiltrated, as a hostage, but unintentionally works together with Leon. He is a reliable man if made an ally. His real name is Alexander Kozachenko.

Ada Wong
A mysterious woman who has a connection with Leon. She visits the Eastern Slav Republic as a special investigator from the United Nations counter bioterrorism organization, the BSAA.

JD
A member of the anti-government forces. He is Americanized under the influence of movies, music and fast food. Contrary to his appearance, he is a good-natured young man who adores his friends.

Ataman
A leader of the anti-government force's senior congress. He plans a mission to invade the Executive Office of the President, but his physical strength is weakened and he needs the help of Buddy and others.

Svetlana Belikova
The Eastern Slav Republic President. Backed by financial power that she accumulated in business, she stepped forward in politics. She became the republic's first female President. She advocates the annihilation of terrorism.

Ingrid Hunnigan
A woman of the U.S. Government. She gives Leon instructions through a PDA. She tells Leon of his mission's cancellation when he goes to the Eastern Slav Republic.
