Anyway, here's a closer look at Volgin's monologue at the foot of the Shagohod:

"The world was once one but the conflict between the Philosophers has torn it in two. We will use the Legacy to heal that rift and make the world whole again. To do this, we need strength. An unstoppable trump card with enough power to bring order to the world. That trump card was to be the Shagohod... and the Cobra unit. I have lost the Cobras but I still have the Shagohod and the Legacy. There is nothing America can do to stop us!"

It's tough for me to call him 'evil.' If anything, he's a patriot, just like The Boss.

If you're talking about his desire to use the funds that were the Philosopher's Legacy, then China was evil, and so was America. Hell, America turns out to be the most 'evil' force in that game, using The Boss and having her killed just to gain control of the Legacy. The whole thing was a ruse, and she died for her country, a country that was willing to throw away her life to gain control of capitol.

Like I said, it's all about ideologies and viewpoints.
You do recall he killed dozens of his own men just because they were in the way? He also was turned on by seeing Snake get his eye shot out.

Volgin was easily the most evil character in MGS.

              • ...and Ocelot, the guy who tortures guys to death for giggles, and of course Big Boss, the man with the nukes and the child soldiers were both nice guys under it all.

Volgin was twisted, true, but I'd argue no more than either of those characters. That he ges aroused by pain is hardly unique. And I'd rank killing his own guys for the hell of it in the same category as child soldiers for evil. At least his men had some idea what they were getting in for.

                    • I dunno, I guess I'm just more sympathetic towards 'villains' in video games. Instead of seeing that they're evil and accepting it, I tend to wonder why they're doing what they're doing. What are they trying to accomplish? It's like Wesker's plan in RE5. Sure, he was going to murder millions upon millions of people, but in his mind he thought he was doing the world a favor. Does that make it right? No, but I try to understand why he did what he did.

                      • I got a tip for villains when I was writting...a villain, in his own mind, has to be justified. He has to believe that what he is doing is the right thing. Maybe he only thinks it's the right thing for him, maybe he honestly believes that he's making the world a better place. But they have to believe. Maybe even more than the good guy.

Except they both had good things to their names. Name one good thing Volgin did.
I can name a massacre he took part in. Does that count?

So a lot of people in real life get off on watching people have their eyes cut out?
What a world we live in.

                          • Welcome to the glorious world of S&M. And of course I should probably point out that rapists get off with the whole power and pain and humiliation thing. An eye getting cut out is extreme, though.

As for good...he did try to end the cold war and prevent any attempt at the world ending in a nucklear and fiery demise. He felt his ends justified the means he was using.

                            • Yeah he was really against nukes. Why he shot one one for shits and giggles.

As for the massacre I mentioned...

EVA: "Snake, have you heard about the massacre that happened in the forest near the village of Gnezdovo?"
Snake: "The Katyn Forest Massacre, right?"
EVA: "During WWII, the German army came upon the bodies of 4,000 dead Polish in the forest of Katyn. Germany blamed the Soviet Union, but the Soviet Union denied it, blaming Germany in return. The truth is that Stalin ordered the NKVD to carry out the killings. And it's not just Katyn. In places like Western Ukraine and Belarus, there must have been at least 20,000 Poles in the prison camps."
Snake: "Why are you telling me this?"
EVA: "Volgin was one of the people responsible. He was one of the vicious leaders behind it."
                              Snake: "Volgin was?"
EVA: "He blamed it on a prisoner revolt to allay any fears, and requested that they be put to death. I've heard that Volgin even removed the blindfolds from each prisoner before he beat them to death."
Snake: "I knew he wasn't all there in the head, but this..."
EVA: "Not someone you could be friends with."

I'm inclined to believe the bit about removing the blindfolds because he basically did the same thing to Naked Snake.

Seriously people. Volgin and Fatman are easily the most evil characters in MGS. That isn't hard to see.
