Need help with my pc

I was on facebook when the power went out and my pc powered down. I booted it back up and after the screen before loading windows i get a black screen say "reboot and select proper boot device or insert boot media..."

Restart it and enter the BIOS settings with F2 or Del or whatever key it says to enter BIOS, set the Primary boot device to
cd / dvd, save settings and put your Windows OS installation CD or DVD in the cdvd drive , exit and restart in recovery mode, repair your Windows OS installation then restart again re-enter the BIOS settings and set the primary boot device to HDD 0 -

C:\

save the settings again and take out the cd or dvd, restart again and see if Windows boots up properly.
