How complete would you say the draft is? Even though it's not a full script, does the draft at least give an outline of the events that are supposed to happen in each stage of the game, or is it just a brief synopsis per area? e.g. "character x is supposed to be met in room y and talks about event z"Seibu teh geimu?

It doesn't even go into that much detail, which is why I hope people don't get too excited. It's literally bullet-points regarding the established background of the incident (the why and the how), the goal of the scenario to the players, character/organization motivations and so on. In truth, 1.5's scenario isn't a whole lot different from BH2. Not as dramatically as people think, anyway. The latter is just more concise and accomplishes more with the same stuff, making it more interesting and overall... better. From a writing standpoint, anyway. It was relatively easy, I suppose. That speaks for the method and not for the effort that went into it, though.
There's nothing I could provide that would both satisfy your desire for proof while also avoiding just flat-out saying who it was received from. I think the fact that News Bot is one of the most consistent people in contacting and interviewing staff members from various eras of the RE franchise should be enough proof. I don't think anyone has been more dedicated to unveiling the intricacies of the RE canon, it's no surprise he be able to pull something like this off.
