I guess they basically said, "Let's give them as much action as possible with no thought put into the plot!"
Wasn't there a time when Resident Evil involved quiet, creepy, dark hallways? And being completely alone as you explore those creepy hallways? That's horror.
But I guess Capcom just said, "Well, we suck at horror now anyway, so let's just give them as much action as we could and hope that people don't notice that it's not scary, or tense."

I knew this was coming though because I'm pretty sure it's a golden rule now that of all the "good characters" that live, it can only be Leon and a female(s). Leon's apparently just to tough to let any other men survive
