Not everyone in the world is a dick. So heres hoping this lead is legit.
I hope we get it one day as its on my list of things to do before I die and I don't really want to leave without playing the missing chunk from RE history and I think a miraculous recovery from death is a definate no.
Either way it'll always come down to cold hard cash. Enough to purchase a copy, buyout Capcom or enough to hire some freelance terrorists to obtain it from Capcom. Wish I had enough cash to buyout Capcom, then I could slap all the executives and tell them to release 1.5 and get back to making good old fashioned RE games. Also do something with Barry.
What are you trying to say there is a completed version of 1.5 out there? or just a couple of levels because if so whats this crazy addiction to play a couple of levels of this game. If its a full game fair enough but I mean from what I've seen of 1.5 it doesnt seem all that amazing.

It's not just a couple of levels, it's the game, playable from end to the other. It's glitchy, of course, and still has the debug menu. And the the ingame movies aren't ingame. But the game is playable from one end to the other.
FMVs were probably already completed by the time the game was cancelled, they just didn't include them to save time (they do have to burn a new copy every now and then to test what they've worked on). The short ones were probably included though.
According to an interview with Capcom staff, and the portfolio of the FMV producer, all the FMV for 1.5 had been completed. But that's not to say it will for sure be on any beta we may ever obtain unfortunately.

While that is technically a correct statement, it's still appropriate to use the final beta term to indicate which version is meant. Especially since in the case of 1.5, we know of several different (various stage of completion) builds. In this case, saying "the final beta" is simply just referring to the build, or build era, that was the furthest along in development before work on the 1.5 was canceled.
That would really suck for them. Do you think that Leons intro would have been the same as in RE2?
Given that his game starts within the RPD, on the roof, I think we can safely say no. I'd guess his opening involved a quick sequence showing the death of Raccoon City and the RPD's loosing battle, but it's just a guess. All we know for sure is he starts at the Helepad and, after whatever happened, announces, 'That's just great! What am I supposed to do now?'
We do know that some of the 1.5 FMV's were modified for RE2 though. You can even see a scene, apparently, with Leon with his 1.5 knife. It's possible that the scene where the chopper is destroyed was part of his intro, although given the man with the machine gun's similar appearence to Irons I'm not sure. I always thought it might be his death in Elza's game, since apparently Leon and Elza never meet.
Take a close look at the RE3 intro. 1.5 machine guns and 1.5 police cars galore. Do you reckon that vid coulda been used as the intro? It's perfectly feasible, seeing as it has no plot outlining, and only shows Raccoon getting raped by zombies.
