I always thought the the tube woman was Jill just by looks. The hair threw me off a little bit but maybe Wesker dyed her hair so she has the same hair color as him. From the flashback I saw in the first 4 hours of the game, it strongly suggests that Jill was captured by Wesker and presumed dead.

The reason it was theorized as being Sherry is because the interviewee (forget which staff member it was, probably Jun Takeuchi) stated that it was someone who was captured but never rescued, and that long-term fans would know.

Jill hadn't been captured at that point.

I remember at one point it was almost established that it was Sherry in the RE community. However, one point to ponder on though, is if Jill is Tube Girl, can she be Birdwoman, or vice versa? A lot of people here seem to think Jill is the Bird Woman, so that may not necessarily mean Tube Girl is Jill. Or, if Jill is Tube Girl, she could be something else other than Bird Woman.

Yup. And now it looks like it'll be Jill, who fits what was said as well. The appearance and background of Sherry made her more likely, for me, but given the many, many unsubtle hints we've been getting about Jill...

Capcom said in an interview(?) that the Tube girl is a recurring character that fans should be able to recognize.
