Yes. Jill even says so. Rebecca has a desk, Brad does not, nor is there any mention of any of the other members. The only people that had desks were Chris, Jill, Barry, Wesker, and Rebecca.

In the N64 version of RE2 she also wrote a file to cover up for Billy.

yes on the helicopters floor chris looks down on her so ya she survived.

That one, yeah. I checked and yeah it seems to not have been used directly in the retail RE3. But yeah, even so, the others pointed out some files and such that indicate she's alive. I really see no reason why she didn't at least survive the mansion incident. If they want to have her killed off story-wise though, I've always said that I'd bet they explain that she was killed off by the Nemesis or something in Raccoon City. I wish she had an epilogue in RE3. I find it weird that while the canonical idea is a mixture of Jill and Chris's RE1 scenario, Chris seems to be the main focus in general (I know, that's arguable) but his sub-character has no explanation while Barry is confirmed alive (at least by the end of RE3) by his epilogue.
