You can pre-order it on Amazon.com and, I believe, GameStop.com. I'm guessing it can also be pre-ordered in-store at GameStop at this point, but I haven't checked myself, so I could be wrong.

i do not mind dlc at all, and think it is the best (way) to get your new add-ons and stuff. but it seems like i got ripped off paying 50 bux the first time! eh?!

Oops. Didn't notice your location. Sorry about that. I honestly don't know, then. Amazon.co.uk doesn't seem to have a page up for it, but you're probably better off just going to whatever store you usually buy games from and inquiry about pre-orders in-person.
