Alright, this thought occurred to me when I was watching cutscenes and there's one scene at the end where we view a video recording showing FBC Commissioner Morgan Lansdale in a meeting with Jack Norman, the leader of Il Veltro. Physical and vocal similarities to Kurtwood Smith aside, Norman's meeting with Lansdale reminded me of a certain partnership and scene from RoboCop, first of all have a look at this:
