Well really that's an assumption. It's unknown whether the rival company was affected or not, but they aren't referenced after 2006 so it's assumed they were rendered defunct. Plus, if they were still around, Wesker would have gone back to them after 2006 rather than running to his alliance with TRICELL. He had a higher position in the rival company than he did in TRICELL. Wesker was running around gathering up resources for his own organization. He simply used the rival company, TRICELL and the Sacred Snakes as stepping stones to raising an organization superior to Umbrella's scale. "The 3rd Organization" at the time of BH4 was pretty much the bare vestige of it.
