Carlos & Jill? Nah. That artwork at the end of RE3 clearly showed a Jill deep in thought, not to mention her arms crossed around her own body in a defensive position. Even if it was subconscious, her manner still indicates she's not feeling romantic. Besides they both look despondent after the harrowing escape.
