That's an awesome findIt's too bad that Perry's Zero based book was written in 2004 and not before the remake came out. We could have used it as an other example of Capcom using misc Perry references in strange and a little un-noticable ways (unless you're paying attention to details like a hawk).
All my searches for that phrase bring up a lot of "hope" sites for like cancer patients and what not. The origins are still somewhat unclear, but it's an old saying and quite honest, used a lot. I tried cross referencing trials from the late 90's and news articles from the same time period with that phrase and didn't luck out with anything interesting.
Something I did notice while replaying the game was that Trevor mentions in his diary, "...But getting out of this mansion won't be as easy. I have to get past all the booby-traps. Tiger eyes, Gold Emblem... I have to try and remember for my own sake."
Solving the Gold Emblem Puzzle requires many steps.
You have to acquire the Arrow to then get the Peridot Arrow Head. You then go to the graveyard out back and use the arrow head on the tomb entrance. You then take the Book of Curse and investigate the back and grab the Sword Key. Make your way up to the 2nd floor to get the Dog Whistle, then go to the 2nd Floor Western Balcony and blow the dog whistle and then somehow two Cerberus' will Matrix-jump from the first floor to appear as if they come from nowhere and attack you. You kill the pimpin' Cerberus and take his collar because you're an asshole. After looking at it, you press a button, a coin pops out which then turns into an Imitation Armor key after messing with it some more. You go to the third floor, take the Armor Key, replace the hole with the Imitation Key before you get turned into ground beef, go back to the second floor and say "Hi" to Richard, you then have to get him the serum because he's a lazy bastard and something like a snake bite is gonna stop him. I had like two first aid sprays in my inventory Richard! >:[] After getting him the serum, you can then proceed and get the middle part of the Moonlight Sonata, you then grab the Wooden Emblem, and go to the Piano Bar and combine the middle part of the Moonlight Sonata with the beginning and end and then play it. The wall goes up, you take the Gold Emblem, the wall comes down, you place the wooden emblem and the wall goes back up. You then use the gold emblem in the dining room. After using the Gold Emblem, you have to then solve the Grandfather Clock Puzzle which results in you getting the Shield Key so you can finally fight the snake that attacked your pal Richard and get a Death Mask...
GAWD. All that for one puzzle.
Anyway, "Where there is life, there is hope" may be referring to Trevor's situation. Once he found his tombstone, he pretty much gave up hope since he in a sense came to comprehend the situation that he was meant to die. Once he found the symbolization of his death, he pretty much gave up and dies shortly after his last entry...

Idioms: while there's life there's hope
Also, where there's life there's hope. So long as someone or something ailing is alive, there is hope for recovery. For example, The company has survived previous recessions; while there's life there's hope. A statement made about dying individuals since ancient times, it was cited in numerous proverb collections from 1539 on. Today it is also applied to inanimate matters.

That's not RE3's Jill though. The shirt has spaghetti straps and that bottom isn't a mini-skirt, they are short shorts. Sure it may look like her with the blue top and dark bottoms, but it's probably some random model Capcom liked that they put down there. Some are based on real images, the problem lies in locating the original image.

Yeah, I'm also working on looking for sources for some of the images and paintings in the Resident Evil series... I would have noticed if one of the characters was plastered on a wall like some 80's swimsuit model.
Anyway, new project at hand :
I've been looking for what the design in the middle of the emblem is based on and can use some assistance. It's the shape of some bird with a long neck and large wings. Mind you it may also be a mythological creature as well...
I'll add some new images later when I get home somewhat makeing the details more clear...
