Inflames' plan with the petition was to ensure all the signatures were appropriate (basically he would delete all the nonsense signatures like people signing names like "Leon Kennedy" "Chris Redfield" ect. to leave only the signatures that looked proper). After he reached 10,000 of those proper signatures (which he did), he intended to print out the list on paper and make sure it was hand-delivered to proper officials in Capcom Japan through some contact he had that could do so. When he got the signatures, he closed the petition.
He had it planned out pretty well. It wasn't just spamming Capcom's e-mail or anything.
I'm sure Capcom was aware of the petition and interest while it was still going. Bioflames was even featured in at least one magazine back then. But yeah, it's just like Vix said, by that time Capcom considered 1.5 taboo and not worth finishing and releasing (obviously they aren't gonna release a buggy, unfinished game). The Japanese fanbase didn't care much about it, and 10,000 signatures collected online for a couple of years didn't mean anything to them. Was a noble fanbase effort though.

The petition was 10 years ago man, and it has been over and done for many years now. Different times back then. Nowadays we know that most of the time internet petitions are worthless in most cases. Back then it was more of a worthy effort and it was relatively unknown how well a petition may work. Some people still seem to have this misunderstanding that the petition is still ongoing I guess.
