How long have we been waiting?
After I get a steady job ($70K+), I will make a bank account dedicated to RE1.5.
I will save money up and offer to buy this shit for anyone else sitting on their ass. And if I ever get it, I won't be a prick and hide it, I will release it. I don't give a fuck about Capcom.
Gimme about 10 years.

On the 20th anniversary of us not getting, I plan on leading the Legions of us upon Capcom HQ in a vast wave of doom. The orgy of devestation shall only end when we have captured the 1.5 resources, and also kicked whoever worked on Resident Evil 7 - Wesker's Return as a Anti-Hero in the balls. Over. And over. Again.

A game of this rarity isn't something you just find at a car booty, you gotta have contacts within the industry and/or collector community, something that can't be earned simply without allot of funds.
I still believe we will all get 1.5 one day, we just have to leave it to those with the right connections to find a viable source.

it's possible leon isn't hitting his target and elza has them in that sweet spot when their getting up so it only takes one hit to send them back down

It might possibly depend on which handgun they are using. Leon is using the M93R in the firing range one and Elza is using one of the others (there's like 4 handguns not counting the magnum). But otherwise, I dunno. Could just be a small enemy tweak within the same era.

Guest repliedI was watching videos again did you guys notice that when Leon shots at dogs they dont fall down but when Elza shots they fall down. What does that mean different versions or Leons scenario is harder? they both seems to be final era/build to me.

It just occurred to me that the book shelf puzzle in RE2 is what replaced the firing range puzzle in 1.5. It would make the most sense. In RE2, you had to move the book shelves, in 1.5 you had to move the targets, and the clues to their order would be on the actual holes that are shown on the targets. That is probably how the firing range puzzle works. And once you get the targets aligned correctly, it probably drops a key somewhere, or unlocks a door.
EDIT - And then again, maybe once they are moved up, you have to shoot at them to make a key behind them drop or something else. Looking at this picture made me think of that:
