Yeah, that is the one that I had not seen before, and is not in Archives I. This is the only image I have, but you have definitely called for the right expert.
The bottom right one I'm sure is available on bioflames and the guys in the image if no ones guessed are Joseph, Roy, Chris and Forest. If I remember correctly.
Now that you said that, they do sorta look like em, especially Forest.

I've seen that before, the guy with the glasses is Roy (DJ) who most of us already know, the other guys are just there for the art. Roy was scrapped around halfway through 1.5's development, something like that anyway...
I don't think I remember seeing the top left one before with Elza and the bike, nice!
I was recently comparing the bootleg created Biohazard Decade, (which is an Archives I with Biohazard 4 unsubtly stuck on the end}, with the Biohazard 4 chapter in the new Archives II. This lead me to an image of Biohazard 1.5 in the Decade book, that is not duplicated in 1.5 section in Archives I. Here it is......
I believe they're dead people who've been brought back with only basic motor skills and a deep hunger because there body have been mutated during the down time. Living people don't tend to crawl afrer someone once they've been blown in half, no matter how ill.
Plus we see zombies comming outta graves and I'm pretty sure several people are declared dead, such as Forest, before re-animating.
But I gotta admit, that said, I don't remember it being specified.
RE1 zombies looked like the actual real undead, RE2 a little more human, but RE3 zombies are like weird puppet things. Good idea for a mod actually, replace RE3 zombies with RE2 ones.
Though anything is better than the awful RE3 zombies, it wasn't just the design but also the weird sounds they made.
Unfortunately they had to do it like that as they tried to save on texture Vram. So by making them "grubby" they could essentially reuse existing texture space for other parts of the body, e.g. arms and such or share textures across.
The RE1.5 zombies always looked more dead but if I was to hazard a guess they went for the more sandy green yellow to try and convey that they were recently dead, instead of similar textures as RE1 which those zombies were dead for months (may~july).
