It was just an example. But if it comes to money, honestly I could care less when it comes to something I've been waiting to play for the last 14 years. And it certainly wouldn't cost me much in the end, no one would be a generous (idiot) contributor for something expensive.
And I don't really call that plastering huge prices around "all over the place". The idea is to go fishing with a big bait, pretending to be a private collector who doesn't ask questions. Actually, the higher the price, the better it is. As you said, it seems Japanese people couldn't care less about that game.
If some "wanted" could enlighten some minds, it wouldn't be all that bad. When everything fails, there's still money. If I find a way to execute such a plan, we won't have anything to lose anyway. And people here wouldn't even be aware of it.
I'll still have to think about it being a good idea or not. But if it doesn't work, we'll find something else. We've been waiting 14 years, it's not like we're not getting used to it.

We have very few friends/contacts in the Japanese community. I've always felt it's a bit of a weak point, as I would agree that it's more likely that if there are a number of other copies, they are probably circulating/sitting amongst JP collectors. On the other hand though, the Japanese community isn't near as hardcore a fandom as outside of Japan - at least in regards to caring about betas. From many of our correspondences with a few Japanese community people, the general consensus of 1.5 in Japan is there is almost no interest in it.
But yeah, Enrico is kinda right. I don't think trying to advertise anything will do any good at this point. I think anyone with the disc knows its worth already. Unfortunately I think for the most part, aside from investigating private leads and making non-public offers, we are most likely gonna have to rely on hope that someone with a disc will open a sale to the full-blown public or it gets privately sold to a collector who will either share it or give extensive coverage on it.
I suppose you could argue maybe there's some old ex-journalist somewhere with a copy of the disc in his collection and has never followed it online and doesn't know its worth or fan interest in it or something. But I think this is unlikely, and if it was, I doubt we'd stumble upon them. And I'd rather not plaster a huge price around all over the place anyway.

First Rule of the Prototype: You do not talk about prices.
The last time the community was going to make an offer it may have been near that mark but to assume the community can pull off a sum like that would be just shooting ourselves in the foot. I know last time my offer wasn't a huge amount but these days I could only offer at most a third of what I would have in 2007.
Unfortunately I feel if anyone does have it in Japan, they are probably going to keep it secret from all but their closest friends. I don't think going about advertising that you are searching for the prototype would be a good thing simply because of its legality. In all honesty I wouldn't answer an advertisement for a game, which in all fairness, would be protected by copywrite. No offense but it would just be plain dumb as it could just be "Capcom" searching for those leaked discs. Would you want to risk imprisonment, a fine or lawsuit over it?
I'm sure there are a few resourceful people always on the look out for the community to bring this to us. We just have to be patient.

As for the contact's friend, I'm surprised that a Capcom employer has RE1.5. I don't really know it works in such a company, but I don't think everyone would have access to those kind of documents.
I understand why he wouldn't want to compromise his friend. Personally I think that we should look for that game in Japan, and not here. And stay anonymous in some way, going through Japanese people to post classified advertisements or something like that, hoping that someday, by chance, someone would see it and remember he has a copy somewhere.
I was thinking about something rather light, like "Private collector looking for biohazard 2 prototype / biohazard 1.5, 500'000 yens", or something like that. Something that would make the guy feel he could have a 14th salary by providing a ripped cd anonymously.
Chance is our greatest ally, but we have to push it. And if 2 people were confirmed to have 2 different versions in Japan, I guess they aren't alone. We can only hope there are more of them.

As a note, the E3 the disc would have come from would be the (largely unknown, apparently) "E3 & Playstation Expo" in Japan held on November 2-4. There was a playable 1.5 demo there that seems to have only been available to journalists and the like. Any other E3 falls either too early or months after it was canned to be a better culprit. A mid-October to early November '96 build would coincide with my projected "Fourth Era" build timeframe.
As for the final build, only Inflames knows the guy's name and more about him, and he won't give that info out. All I know and can say that the guy that had it was a friend of a Capcom employee, and that's how he had it and one of the reasons why he decided not to give it to Inflames in the end.
