That's a possibility. As far as I know, there is nothing else that has any voice samples for any of the characters actually speaking. It is pretty obvious that the videos on the CD are a mix, as the same background audio plays throughout the separate videos, even though they go through several unlinked rooms. The voices may in fact be tacked on and not in-game.

Maybe that could explain why the voice samples for Elza and Leon have a (for me) noticeable similar tone to Allyson and Paul's voice, but doesn't match their retail voices exactly. It could be just quick thrown-together voice samples taken from the 1.5 script to tack onto the CD videos just to be interesting, since they never previously showed anything from dialogue cutscenes in a video before.

It's one of those technical questions I don't think we can get answered unless a Capcom guy can tell us, or we obtain a version of the beta that does have voice audio and confirm it that way.

Alyson Court could pretty much be ruled out from Elza as she said she was asked to audition for RE2 after first doing a character for one of Capcom's versus games. (Marvel vs Capcom, iirc), which means that RE1.5 was probably already dead by the time she even did her first job for Capcom.

No clue about Paul Haddad. The similarities between voices, in general, might just be that Capcom were still aiming for the same characters between 1.5 and 2, but scheduling conflicts (or new union deals or something) required them to redo the voice acting when the dialog script for RE2 started to spin too far away from 1.5's.

None, and it is debatable on who did 1.5 Leon, Elza, and Sherry. Paul Haddad said he did an earlier version of Leon, and personally I can hear the similarity from Leon's helipad dialogue and his voice, but others disagree. I also can hear the similarity between Elza and Claire's VA, but again others disagree. I think mostly everyone agrees though that Sherry's VA sounds different. So really there is no real conclusion/confirmation on it, and no way of knowing if the other subcharacters in 1.5 had the same VAs as retail. At this point, I'd bet even if we could contact some of those voice actors, they probably wouldn't even remember if they did 1.5.

Leon and Elza do not meet Chris and Jill. The information about the STARS survivors in the 1.5 timeline claim they are at the hospital and do not make an appearance in the game.

As for voices, it's currently unknown to what full extent of voices were recorded and included on the final beta, but Leon, Elza, and Sherry all seem to have voice audio. I would imagine the others do too, as the voices should have all been recorded at the same time.

i have read on a french site ,
leon and elza should meet the others members of Stars of RE1 ! ( like Chris and Jill )
    is it true Alzaire ?

here the french text : " Capcom annonçait également que au cours de notre aventure on allait être amené à rencontrer les membres du STARS de Resident Evil 1 (Jill et Chris notament) dans un hôpital. On n’a jamais vu un seul screen dans ce sens! "

here the link in french : http://www.luniversdungeek.com/la-sa...emard-continue

last question : does the characters like Leon or Ada has got their voices actors , or there are only japanese texts ?

I have scanned all the artworks from BH Archives. Some of them are a lot bigger than yours. The only problem is that you have to dig trough dozen of my pages to find them, because I have put together all the artworks about "Birkin I", "Birkin II", etc.
    They start here:

I have nicknamed "Birkin 1.5" transformation as "Reptile", in my pages.

An ISO is the original software, not the original media but the original code. If it was dumped correctly of course.
